IN COLD BLOOD The hand of a victim lay across a police line on a hillside in Maguindanao, Philippines, Tuesday; President Gloria Macapagal Arroyo declared an emergency as the death toll reached 46 in one of the country’s worst episodes of political violence. Authorities say gunmen abducted journalists, supporters and relatives of a gubernatorial candidate and shot them.
This is a shameful episode in this nation’s history.
